Experience Summary:
Dr. Guilbaud is an educator and researcher with over 18 years of functional and consulting expertise. Dr. Guilbaud is an expert in eLearning, mLearning (Handhelds/Pocket PCs/PDAs), blended learning, and adult instruction. Prior to joining OIRED, Dr. Guilbaud was involved in faculty training in IT, professional development, program management/evaluation, and systems analysis/design. Dr. Guilbaud has also led and collaborated on ICT-oriented research projects in the areas of health system management, healthcare informatics, and decision support systems in healthcare delivery. Dr. Guilbaud was a 2005 recipient of an Ellison-Pfizer research grant from the Center of Global Health at the University of Virginia focused on healthcare informatics, capacity building and improvements in Cayes, Haiti.

Before coming to the university setting, Dr. Guilbaud worked for over 10 years as a program manager, management consultant, and systems analyst/engineer in the deployment of large-scale and mission critical telecommunications, healthcare management, and social welfare software development and implementation projects.

As Program Director for the newly created position of Information Technology in International Education at OIRED, Dr. Guilbaud's primary role is to provide leadership and to strengthen the capabilities of the department in the deployment of ICT/Distance Learning/Online Management Training initiatives with a global focus.

Dr Guilbaud's professional and academic focus includes: eLearning, mLearning, ePortfolio, lifelong learning, professional training, innovation, and entrepreneurship. Dr. Guilbaud is specifically interested in engaging in collaborative efforts leveraging ICT to help bridge gaps in education, employment, food production, and healthcare; and in efforts that introduce sustainable economic opportunities (job and entrepreneurship endeavors) in the less industrialized economies of the world.

Dr. Guilbaud has developed and taught courses, workshops, and seminars at international sites and at the University of Virginia via distance learning methods. His topics of instruction have included information technology, project management, instructional design, learning theory, systems analysis/design, healthcare informatics, risk management, and decision analysis.
