SARSA was a collaborative effort involving Virginia Tech, Clark University, and the Institute for Development Anthropology (IDA). SARSA supported research that was related to issues in developing countries as well as to policy, strategy, and program formulation for the United States Agency for International Development (USAID). The primary emphasis of SARSA was on social science research. This research was aimed at strengthening various indigenous institutions that enhanced the efficiency of resource use by the private sector. Also included were institutions that enhanced the income-generating capabilities of individual households. Two broad research themes were: rural-urban economic processes, and regional natural resource management. SARSA directly supported small research projects by Virginia Tech faculty and graduate students. Through SARSA, many faculty members and students were able to undertake major research efforts abroad in Asia, Africa, and Latin America.
