SARA, a collaboration with Winrock International and RONCO, Inc., was designed to strengthen both public and private sector market-oriented capabilities as well as promote environmentally sound policies, institutions and technological innovations in the agricultural sector. It involved the coordination of private, public and university sectors in the agricultural development of Albania as it moved into becoming a market economy.
